Functions and Duties

1. Conducting research and providing scientific evidence to facilitate the performance of the state management function of the Ministry of Industry and Trade in the industrial and trade sectors.

2. Formulating and coordinating with relevant organizations to formulate strategies, master planning, plans, schemes, projects, programs and policies on industrial and trade development.

3. Conducting research to explore how advancements in science, information technology, and the digital economy can effectively contribute to the growth and development of industry and trade.

4. Conducting research and evaluating the effectiveness, efficiency, impact, and organizational aspects of development strategies, master planning, plans, schemes, projects, programs, and policies related to industrial and trade development

5. Conducting research to establish a comprehensive framework of relevant standards, economic and technical norms, regulations and processes applicable to the industry and trade sectors.

6. Implementing, coordinating to implement in the appraisal of strategies, master planning, plans, schemes, projects, programs, and policies related to industrial and trade development

7. Conducting analysis, assessment and forecast of environmental impacts; strategic environmental assessments; assessment of how strategies, master planning, plans, schemes, projects, programs, and policies related to industrial and trade development prevent and control environmental incidents, natural disasters and adapt to climate change.

8. Offering supervision consultancy services, coordinating to supervise the implementation of strategies, master planning, plans, schemes, projects, programs, and policies related to industrial and trade development

9. Providing post-graduate training aligned with the designated field of study and in compliance with the law

10. Organizing training activities on management, skills, expertise and operations according to assigned tasks and according to the provisions of law.

11. Stroring and disseminating knowledge and scientific research findings; editing, publishing and distributing publications and scientific research products in compliance with legal regulations."

12. Providing consulting services and assistance to businesses, conducting trade promotion activities; offering consultancy services in investment, technology and innovation and support the development of businesses as provided by law

13. Cooperating with both domestic and international partners in specific areas and sectors that align with the assigned functions and responsibilities, as stipulated by applicable laws

14. Responsibly overseeing the management of the assigned organization and payroll, ensuring adherence to the salary regime, policies on remuneration, emulation, rewards, discipline, and professional training and re-training for public employees as provided by law and in compliance with the guidelines provided by the Ministry of Industry and Trade on decentralized management of public employees.

15. Managing allocated finances, assets, and material and technical resources. This involves organizing the implementation of the budget in accordance with the law and following the decentralized management guidelines provided by the Ministry of Industry and Trade.

16. Implementing the reporting regime including preparing and submitting preliminary and final reports on scientific and technological activities of the Institute as provided by law and in compliance with the guidelines provided by the Ministry of Industry and Trade on decentralized management

17. Administering the authority of a public science and technology organization; registering and organizing scientific and technological activities in compliance with legal regulations.

18. Undertaking other tasks as assigned by the Ministry of Industry and Trade.
