Subject: Invitation to Participate in the Air Sample Collection and Analysis of Chrysotile Fibers in the Air

The Vietnam Institute of Strategy and Policy for Industry and Trade, Ministry of Industry and Trade (VIOIT), is undertaking a scientific research project titled “The Chrysotile Asbestos Industry and Its Impact on Human Health and the Environment.” This project is part of the Vietnam-Russia Intergovernmental Program for Cooperation in Industry, Trade, and Science and Technology.

VIOIT cordially invites capable and experienced organizations with suitable conditions to participate in air sample collection and chrysotile fiber analysis in the air, as outlined below:

I. GENERAL INFORMATION

1. Service Package Title: Air sample collection at specified locations and sample analysis to evaluate chrysotile fiber dispersion in the air.
2. Implementation Period: Following contractor selection and contract signing.
3. Execution Schedule: Based on the work content specified below.

II. SCOPE OF WORK

1. Sample Collection:

   Collection of 160 air samples from designated areas as follows:

   a. Roofing Sheet Production Facilities: Collection of 60 samples, including:

   - Each region (North, Central, South) will sample air at two factories. For each factory, samples will be taken at five positions, one sample per position per occasion, twice annually:

   + White asbestos raw material storage area;

   + White asbestos cutting/unpacking room;

   + Area around the white asbestos production line;

   + Finished white asbestos product storage area;

   + White asbestos waste storage area.

   b. Near Roofing Sheet Production Facilities: Collection of 12 samples:

   - Approximately 1 km away from each of the six mentioned factories, one sample per occasion, twice annually.

   c. Homes Using Roofing Sheets: Collection of 60 samples:

   - Urban areas: At three homes per region, two samples per home per occasion (inside and outside), twice annually;

   - Rural areas: At two homes per region, two samples per home per occasion (inside and outside), twice annually.

   d. Roofing Sheet Installation and Removal Process: Collection of 8 samples:

   - Installation process: Two samples per occasion, twice annually;

   - Removal process: Two samples per occasion, twice annually.

   e. White Asbestos Waste Disposal Sites: Collection of 12 samples:

   - Two samples per landfill per region per occasion, twice annually.

   g. Animal Farming Areas Using Roofing Sheets: Collection of 4 samples:

   - Pig farms: Two samples per occasion;

   - Poultry farms: Two samples per occasion.

   h. Busy Intersections: Collection of 4 samples:

   - Two samples per occasion, twice annually.

2. Sample Analysis and Report Preparation:

After sample collection, the organization will analyze the samples to determine the dispersion of chrysotile fibers in the air and prepare an assessment report of the results.
