On 29 June 2026, the Vietnam Institute of Strategy and Policy for Industry and Trade (VIOIT) convened an Institute-level Evaluation Panel to review the research assignment entitled "Solutions to Enhance the Competitiveness of Selected Key Industries of Viet Nam." The study was led by Mr. Nguyen Duc Kien, B.A., of the Department of Science and Training.
The Evaluation Panel was established under Decision No. 891/QD-CLCS, issued by the Director General of VIOIT on 25 June 2026. The Panel was chaired by Dr. Hoang Truong (VIOIT) and comprised Dr. Trinh Minh Anh (VIOIT), Reviewer 1; Assoc. Prof. Dr. Pham Thi Kim Ngoc (Hanoi University of Science and Technology), Reviewer 2; Assoc. Prof. Dr. Phan The Cong Thuongmai University; Dr. Trinh Thi Thanh Thuy (VIOIT); Dr. Do Quang (VIOIT); and Mr. Phan The Quyet, M.A. (VIOIT), Secretary. The session was attended by experts, researchers, Institute leaders, representatives of VIOIT's departments, members of the research team, and invited participants.
Presenting the study on behalf of the research team, Dr. Tran Manh Thiem highlighted three principal areas of research:

An overview of the competitiveness of Viet Nam's key industries;

An assessment of the competitiveness of two strategic industries—computers, electronic products and components, and textiles and garments—during the 2021–2025 period; and
-
Policy recommendations and strategic solutions to enhance their competitiveness over the 2026–2030 period.
Following the presentation, the Evaluation Panel engaged in an extensive discussion of the research findings. Panel members commended the study for its scientific rigor, practical relevance, and well-structured analytical approach. They noted that the research closely followed the approved research framework, incorporated up-to-date statistical evidence and policy developments, and employed a diverse range of analytical methods to ensure objective and evidence-based findings.
The Panel further acknowledged that the study provides a comprehensive assessment of the competitiveness of Viet Nam's key industries and offers a number of practical and actionable policy recommendations to strengthen their competitiveness in the coming years.
To further enhance the quality of the final report, the Panel recommended several revisions, including strengthening source citations and references, improving the presentation of tables and figures, replacing abbreviated industry codes with descriptive product names where appropriate, and further tailoring the proposed policy recommendations to the specific characteristics of the textile and electronics industries. Additional editorial and technical revisions were also recommended to improve the report's overall clarity and presentation.
In his concluding remarks, Dr. Hoang Truong, Chair of the Evaluation Panel, expressed his appreciation for the thoughtful and constructive comments provided by the reviewers, experts, and panel members. He emphasized that the study had substantially achieved its stated objectives and would serve as an important reference for future research, policy formulation, and initiatives aimed at enhancing the competitiveness of Viet Nam's key industries.
Following the evaluation, the Panel unanimously endorsed the research for formal acceptance, subject to the incorporation of the reviewers' recommendations before submission of the final report.
