The Evaluation and Acceptance Council was established under Decision No. 453/QD-CLCS and chaired by Dr. Dang Cong Hien. Council members included Dr. Hoang Truong from the Institute of Strategy and Policy for Industry and Trade, Member and Reviewer 1; Assoc. Prof. Dr. Pham Thi Kim Ngoc from the University of Technology, Member and Reviewer 2; Dr. Do Quang from the Institute of Strategy and Policy for Industry and Trade, Member; Assoc. Prof. Dr. Nguyen Bich Ngoc from the National Economics University, Member; MSc. Nguyen Manh Linh from the Institute of Strategy and Policy for Industry and Trade, Member; and MSc. On behalf of the research team, MSc. Dinh Tien Dung presented a summary of the project’s key findings, focusing on three main areas: systematising the theoretical and practical foundations for innovation in training within the industry and trade sector; analysing the current state of training and professional development during the 2021–2025 period; and proposing a system of viewpoints and solutions to renew training methods in line with current practical requirements.

The project focused on addressing a key issue: how to effectively translate breakthroughs in science, technology, innovation and digital transformation into practical applications in state management and business operations.

At the meeting, Council members assessed the project as a well-prepared and thorough research work with strong scientific content, fully meeting the required objectives. The research team was recognised for its serious investment in studying the experiences of developed countries, including Japan, the Republic of Korea and Singapore, thereby drawing practical lessons relevant to Vietnam’s conditions.

The Council noted that the proposed solutions were timely and feasible, with the potential to address existing shortcomings and limitations in the training and professional development of officials, civil servants and employees within the Ministry of Industry and Trade. In addition to acknowledging the project’s strengths, Council members also provided comments for the research team to correct technical errors and further refine the structure of several sub-sections to ensure greater coherence, logic and completeness.

In his concluding remarks, Dr. Dang Cong Hien, Chairman of the Council, expressed his sincere appreciation to the scientists and Council members for their insightful, constructive and dedicated comments.

The Council then conducted a vote and unanimously approved the project for official acceptance, subject to revisions. The Chairman requested the research team to fully incorporate the Council’s comments, finalise the project report and promptly promote the application of the research findings in practice./.
